Who can apply?

You may be eligible to receive assistance with rent and utilities if you have been directly or indirectly impacted by COVID-19. 

If you or anyone in your household has:

  • Qualified for unemployment benefits

  • Lost income, or experienced other financial hardship due directly or indirectly to COVID-19

  • Been at risk of homelessness or have a past due utility payment

  • Priority of service will be given to eligible households that include any of the following:

    • Households with income at or below 50% of the area median OR

    • One or more individuals within the household are unemployed as of the date of application for assistance and have not been employed for the 90-day period preceding such date

Information for landlords

The landlord packet consists of the landlord information form, the landlord's statement of rent, and the W-9 form. All can be downloaded below along with the application.

Emergency Rental Assistance Program

The Montour County Emergency Rental Assistance Program (ERAP) is closed. 

Applications currently in our system are not being processed, and no new or subsequent applications are being accepted.


​The Northumberland County Emergency Rental Assistance Program (ERAP) is no longer accepting applications. 

Due to the overwhelming demand and lack of remaining funds, Northumberland County Emergency Rental Assistance Program (ERAP) is no longer accepting applications. For those who have already applied, Northumberland County will continue to process applications until all available funds are exhausted.
